 The unstable TP of Band2,1X is still there after replacing
the convertor of Band2,1X in the IVC.

 21.11.2012: replaced IVC converter unit.
Did not solve the problem regarding last Observer Report.

But regarding Observer Report from 28.11. there is no TP at all now.
