Summary 0000162: RTA position error in the Dec
Description RTA position error in the Dec
In the mosaicing observations there are some data of AX*X,AY*Y being flagged
because of the position error of RTA in the Dec.
(It means the RTA is later on the position than the rest RTs.)

 Due to the problem with positionmozaiking the Declination brake is replaced.
